1 C light brown sugar, firmly packed
1/2 C sugar
2 tsp vanilla extract
1/2 tsp salt
1 tsp baking soda
1 tsp baking powder
1 1/2 C all-purpose flour

Spread 1/2 mixture into baking pan.
Sprinkle milk chocolate chips (or dark chocolate) on top of mixture.
Drop and spread remaining cookie mixture on top of chocolate.
Bake for 24 to 30 minutes, or until golden brown.
